Davenport and Scott County: Tuesday sheriff's sales, the recording checklist and the city's vacant-building register
Scott County's recording and tax offices share the Administrative Center at 600 W. 4th Street in Davenport. The Recorder is open Monday to Friday, 8 a.m. to 4:30 p.m., with processing from 8 to 4. Recording a deed, mortgage or release costs $7 for the first page and $5 for each page after it. A deed or contract that conveys land adds a $5 Auditor's plat-book fee, capped at $50 a document.
The Recorder asks for at least three inches of empty space at the top, then the preparer's name, address and phone. A complete legal description and a dated, notarized acknowledgment follow. A deed is refused without a Declaration of Value. The first page also needs either a groundwater hazard statement or the exemption wording, and the Recorder cannot record a deed that has neither.
Sheriff's sales
Foreclosure sales are held on Tuesdays at 11:30 a.m. at the Courthouse, 400 W. 4th Street, just past the security entrance across from the jail entrance. The mortgage holder submits a sealed opening bid. Anyone else must bring a letter from a financial institution, and the winner pays the full amount by 3 p.m. that day with a cashier's check.
If the sale carries a redemption period, the buyer receives a Certificate of Purchase and gets a deed only after the period ends. The sheriff's page says the former owners may buy the property back during that time. Notices go up in the lower level of the Courthouse, at the downtown library and at City Hall, and run in the North Scott Press. The sheriff sells properties as is, cannot promise clear title, and warns that buyers may have to evict whoever is living there.
Property taxes
The Treasurer lists the first installment as due September 30, 2026 and the second as March 31, 2027. All services are by appointment, at 563-326-8664. The office is open all day Monday, Wednesday, Thursday and Friday, and until noon on Tuesday.
City rules
Every rental in Davenport needs a license, at $30 to $60 a year depending on its inspection cycle. Skipping it brings a $500 fine and a citation. Development and Neighborhood Services, at 1200 E 46th Street, 563-326-6198, handles vacant and abandoned property. City code 8.18 has the owner of a vacant or abandoned structure register it each year and allow a safety inspection. Code 8.17 lets the city order an owner to repair or demolish at the owner's cost, and a city demolition becomes a lien on the property.
Court filings, including estates, go to the Clerk of Court at 400 W. 4th Street.
